I've been trying for the past few days to get my stream in order and I believe now that I've succeeded.
I can stream and at the same time watch the stream on my laptop next to me with no problem. One of my friends watched it as well and had no problem. Yet one person still cannot seem to watch my stream without problems. He claims that there are massive lag spikes and that it sometimes looks like a slideshow of pictures. Meanwhile he can watch other people stream with a similar or higher quality and bitrate. During this run he loaded up TLO's and Desrow's streams at the same times and had no issues.
Yesterday I tried a bunch of settings to see if he could watch it and found that when I go above 2000 kb/s bitrate he gets spikes and lag on my stream. Yet he can immediately switch to another stream that is running at 3000 kb/s with no problems.
Does anyone have any idea as to why this would occur?

It should be noted that my CPU is overclocked to 4.4GHz and that while streaming and playing SC2 I observed around a 50% load across all cores. All cores were utilized equally it seemed. None was higher than 60%
