Question / Help Inconsistent Video Capture Delay

I have a laptop with good specs. The webcam is a BisonCam. Unfortunately, there has been some delay between the video capture and the audio. I have done a bit of research on the issue. Then I did some toying around in Movie Maker using a short video of me speaking and clapping to measure the exact amount of delay there is. I measured it to be 1120 milliseconds, and so I set the Mic Sync Offset to this amount. Sometimes, this offset is perfect and the audio and the video match up perfectly. On other occasions, the video falls behind the audio, probably meaning it's another few hundred milliseconds off. Obviously, there's no way I can set a Mic Sync Offset and successfully record if the delay is always changing, which is what makes this so frustrating. I was just about to make a video with a fullscreen window capture and the video capture in the corner. The 3 minute video had my voice a probably another whole second faster than the video. Immediately upon seeing the bad delay, I did another 15 second clapping and speaking video (using the same exact settings as the 3 minute video) to see what the new delay was. Lo and behold, the video and the audio were exactly matched up and the delay was gone once again.

I may as well include another small issue in here while we are at it. If I double my Max Bitrate from what it is now, the video will freeze on the first frame with a warning for high CPU usage. This seems odd to me, because if I keep my Task Manager open while doing this, the system CPU usage never even passes above 20%. I have a powerful CPU. Is there any way that I can allocate more CPU to OBS, which it seemingly does not opt to use?

Toyed around, made video capture global, lowered bitrade from 10000 to 4000, and switched from Nvidia NVENC to x264. Last test came out perfect. Let me know if you recommend any other settings changes.

Sorry for the triple post, but I just wanted to provide another update. I just created another test video. It was approximately 10 minutes long. The video starts off with the video occurring before the audio. By the time it reaches the end, the audio is before the video. With such an inconsistent delay, it is impossible for me to fix myself to my knowledge, unless I have a setting wrong.
