Question / Help Inconsistent bitrate + dropped frames

Speed tests are fine, I just had a technician come in from my ISP to test the coax cable he says it's perfectly fine, tested power consumption on my modem directly to 3 pc's, it's all fine according to the ISP.

But for some reason using both OBS (and xsplit just to test shit out) I get anywhere from 0 Kbps-3500 randomly. It's just impossible to stream and I'm not sure what's wrong.

Things I've tried:

- Contacting ISP (can't be the router, they say it's not the modem, or the line, or any issues wrong within he building)
- Tried using xsplit and different versions of OBS as well as re-installing OBS (including wiping all plug-ins and user settings)
- speed test to NYC (says I have 6 UP to that server)
- Lowered bitrate in OBS to 1000 and even 500 just to test things out and it's still erratic and won't even work at lower bitrate
- Tried all East-coast servers, same issue, also opened the recommended port in the issues thread.

Here is a log-file if anybody could help me I'd really appreciate it, it's a fresh-install of obs with no sources or anything just to test the bitrate and I had like 50% frame-loss on safe settings I would normally never have an issue with.

What would cause regular speed test results & ping tests to be fine but all of a sudden when I stream to a twitch server no upload? doesn't make sense to me.

If I tested my line, and modem & those are fine. And I have no packet loss & no speed issues what would cause inconsistency in uploading to a handful of servers like this? I just really don't get it and this has happened before and wasn't able to stream for an entire week then it just magically got better but I'm really confused and can't wrap my head around this.
