Question / Help In-Game Stutter w/ HIGH FPS with OBS while REC and Stream

Hello
I have the following issue:
-Whenever I record or stream with OBS, my game stutters also if it shows I am playing at 200+ fps.
The game is CSGO
Everything is at the lowest settings
Without having OBS open, I average around 600 FPS
I use game capture
I have my main monitor set at 144hz
I see stuttering almost as if I'm lagging, even if the in game "fps" shows 200+ when capturing.
Funny thing is, it mostly only happens with CSGO
Recorded other games and the micro-stutter was almost unnoticeable

THIS HAPPENS ON BOTH OBS and OBS MP

MY PC Specs:
- GTX 970
- i7 4790k OC 4.5 ghz
- 16gb Ram
- WD 2tb Black
- SSD Sandisk 256gb (OS, CSGO and OBS)

My OBS Settings (REC):
- 5000 Bitrate
- CBR
- CPU Preset = Superfast
- Profile = High
- Base Resolution 1920x1080
- Output Resolution 1280x720
- Downscale Filter = Bilinear
- 60 FPS

YES I use OBS with Preview Disabled
YES I have Razeer Synapse Disabled

PLEASE HELP ME :(

Set my in-game Max FPS to 144 (in order to match the monitor) and turned Vsync on.
Situation is a little bit better but it still really f***s with my eyes.

same problem here. i use most of the same eq only my i7 is on 4.2 ghz and i stream with 2500bitrate. my upload is 8.2 so with this 2500bitrate i am not getting over the limit.

Enable vsync or use some other type of frame limiter and cap things at something not bonkers You can "only" get 200 FPS with OBS running? Alright, try putting the cap at around 120 so there's something left over for OBS to use that isn't being chewed up by your game. Running at 600 FPS (or whatever your hardware can manage while it's maxed out) means you have virtually no resources left to run OBS without having a system fight over them.
