I loose around 10 fps when I preview/start recording, even way I'm way over 60fps.

No idea what this problem is :(

since you are using NVENC you can try and set the preset to performance instead of quality.

Other than that, I would check your DPC latency and find out which driver is increasing said latency. when you find it, you will need to update that driver.

More than likely it is a USB 3.0 chipset driver. in this case find the chipset from your motherboard manufacturer's website. and install the driver from there. Drivers from other locations such as intel or even microsoft update might cause this issue in the first place.
