In game frames suffer - New to OBS

GPU 3060 ti
CPU r5 3600
1080p 165htz
Game: Rocket League

The above combination feels like it should have no trouble both playing and streaming, yet whenever I have OBS and RL going at the same time, my refresh rate dies no matter how low I set my settings.. Even if I dial my monitor back to 100 htz, it still feels like I'm playing at 60. When I close OBS, it corrects itself.
Is this normal?

Found the issue to my problem. Posting so anyone searching can find this answer. If you have your game running on a high refresh rate monitor and OBS in a standard monitor and you're experiencing this problem:

1) Open the game
2) Alt-Tab out and run Task Manager while the game is still running
3) Find the game in TM
4) Right click and select "Properties"
5) Hit the "Compatibility Tab
6) Check" Disable Fullscreen Optimizations"
7) Close Task Manager
8) Exit the game
9) Run the game again.

I knew it would be something like this lol.
