So when I try streaming with OBS on Minecraft using Game Capture, it works sometimes, but when I try streaming other games whether it be window capture or monitor capture, or game capture, the game runs smooth but OBS makes the game look like it's running at 10 fps making the stream really laggy. I have tried almost anything to fix it and look at other posts and nothing seems to work. PLEASE HELP. I will upload the OBS Log with all my settings if anyone can help me out.

Kind of hard to tell from that log, since it only shows you previewing the stream for 1 second. Can you post a log from a longer streaming session?
Without really knowing, my guess is that your GPU is your bottleneck here. It's a pretty old card and could be slowing down the capture process.

Alright I did about a 5 minute stream with Black Ops 2, and I kept fraps open so you can see the FPS in game for the stream is at about 90 the entire time. You can watch the stream here: http://www.twitch.tv/thebravocast/b/428067572. I'll also put the log down from that stream.
