Thankfully for this forum I figured out the source of my issue (It was the game capture source and only happens to league of legends...so far). Unfortunately I can't seem to understand why it's happening and still haven't fixed it. I know when it happened and it was after I updated my OBS by downloading the installer from the site again. I noticed I had version 30.0.0 and I wanted to use 31 (I was following a youtuber with the latest version).

I fixed the problem where I was dropping in-game frames (League of Legends) when using the "Game Capture" source by downloading and using version 30.2.3 of OBS. The frames dropping were fluctuating from 0 to my max setting of 165. For context I have an ultrawide, 4060 ti, Ryzen 9 7900.

So from my own testing i found out its something to do with the anti-cheat hook that's causing the game to freak out. Assuming its a compatibility issue with vanguard
