Question / Help In-Game FPS Drop when Streaming with OBS

Hi,
This happens after I bought a new HDD, other Hardware or OBS setting don't change.
Well, my old HDD used Win10 Home 1603, and now I'm using Win10 Pro 1803.
Fps drop always happens in The Elder Scrolls Online, sometimes happens in World of Tanks, even I turn off all effect, change graphic quality from high to low.
I tried to use GPU-Z to confirm my display card status, but GPU load always around 35-50%, cpu usage around 60%, so I don't know what happened.

Do these frame drops happen only when OBS is recording/streaming? Or do they happen with OBS just open?

Do you have multiple monitors? If so, what refresh rates are you running at?

Your logs indicate only 27 frames dropped due to rendering lag, which is negligible. All frame drops are happening on the game rendering side of things.

Only happen when streaming, single monitor, 60Hz.
