Question / Help Improve quality to twitch servers?

I've been trying to get stable stream for long time, but it's not possible with bad quality to twitch servers under 70 (twitchtest by r1ch)
I wonder is there anyway to get better quality 80+ ?
Some of you may say, get better internet connection blabla, i would but there is no isp's tha can offer better connection.20/4mbs should be enough for decent 720p @30fps.

Sure you can get 80+ if you have 10MBit/s+ upload

If you have only 4mbps, you will never come close to 100 quality, as the packets dropped by your ISP in order to throttle you count negative towards the number.
