I have a folder with about 20 png files I'd like to import as a scene collection. How do I import the entire thing at once?

Images are not a scene, much less a scene collection.
If you'd like to add them all as images in your scene, you should be able to drag and drop them into the OBS Preview window (unless you're running as Administrator), or will need to create an Image Source for each one and point each one individually at a different image in each one's source properties.
