So I'm trying to fix my stream and why this is happening. I've figured out the cause of the frame drops by running the Twitch Bandwidth Test. I have incredibly low bandwidth coming from every Twitch US server except one. I'll paste all my logs below:

Question regarding the results from the Twitch Bandwidth Test, can I use Ashburn, VA as my server, although the RTT is 333 ms and Quality is 71? (Pretty sure quality in this case is higher the better(?))

I don't know why exactly I'm having issues with Twitch servers. I've called my ISP and they told me everything look fine on my end and they assured me there was no bottlenecking. The CS rep also knew about Twitch and told me he livestreams as well occasionally and said that the issue probably lies within Twitch sometimes.
I've restarted my modem and router, checked my connections. Fiddled around CMD prompt with ipconfig /flush. Made sure nothing was being blocked by my Firewall.
I also downloaded the Shaper Detection Module from the OBS stickied thread but I keep getting a "All servers are busy" error message.
I'm not sure what else I can do?
Okay, so I ran some more tests using Twitch Bandwidth because I swapped over to Ashburn but my bitrate and Frame drops went back to the gutter for a little bit.

Looks like I got more connection to NY all of a sudden. Ran numerous tests, and it seems like it's holding a consistent 1800ish with good ping. I'll see what happens.

Perhaps running this test over and over again made the results unreliable. OR the connection is good again. Regardless, I've done all of the TIPs from the https://obsproject.com/forum/threads/dropped-frames-disconnecting-lag-read-this-first.8870/ thread and it looks like I can't do anything else as an end user but pray to God.
