Question / Help Immediate drop to 0 kb/s and 70% frame drop

First off, thank you to OBS for making an incredible piece of software. I have been casting for about six months with minor but acceptable issues here and there. I have always been able to find the issue and correct it. As a last resort, I am here because I have an issue that I cannot resolve.

About two weeks ago, I started my cast only to find that I was unable to stream at all. When I started the stream, the kb/s would show around fifteen-hundred and then drop to zero with a fifty percent plus frame drop. After several hours troubleshooting, I gave up. When I returned to my computer four hours later, the issue was gone and I could stream. The problem didn't resurface until this morning.

ISP - Speed checked with a 32 Ping, 260 down 10.75 up. I called my ISP and they do not throttle their bandwidth.

Twitch - Ran the suggested connection utility which recommended the Seattle hub. That is the hub I usually use. Still, I changed to San Francisco and Los Angeles. Still no help. Twitch Support confirms all their infrastructure is working correctly.

OBS - I checked everything that the pinned post at the top suggested save for one program that the link to doesn't work. I have lowered my bit rate, checked all delay settings, everything.

My Computer - Checked firewall settings, port setting, virus protection, modem and router settings.

HERE IS THE CATCH. I can log onto an MMO or any online connected game without an issue. So the only thing I cannot do is stream.

I am about to uninstall OBS and reinstall to see if there is an issue that I am missing. I am also prepared to wipe my computer and fresh install everything. I am at my wits end.

Odds are that it a few hours it will right itself. But what is causing my issue?

Any help would be greatly appreciated.

The runtime package for that utility.
If you installed the x64 version and not the x86 version, you did it wrong.

That's why I deleted the post. I had installed the wrong version. Testing ping now. Screen shot incoming. Thank you for your help thus far!

You should be able to contact your ISP with that info as well. Looks more like an ISP issue if it's affecting every Twitch endpoint equally.
