Image quality is bad from DV

When I try to capture video from a DV camera the video looks really bad when something is moving. Please take a look at the attached picture and You'll understand. Anyone knows how to fix this?

(I don't know what it's called in English so I couldn't search for it. Sorry!)

This is interlaced video, which causes the 'comb' effect seen in the screenshot. OBS does have a 'deinterlace' option in the Video Capture Device settings, but most times it is best to simply record the video interlaced as-is, then use a video editing suite like Premiere, Vegas, or Resolve to perform a non-realtime deinterlacing for best results.

Is there a free program for this task? I'll only do this once in my life...
 
Unfortunately the free version of Davinci Resolve doesn't include deinterlacing and the paid version is €315,53 which is way too much for this project. You don't happen to know any other program? I'm prepared to pay for a program but not that much.
