Since I am Korean, I use a translator, so there is a lot of awkwardness in the sentences

The webcam doesn't pop up only when playing the game.
It only comes out so well in OBS Studio
Is it normal for it not to appear when playing?

Let me see if I understood correctly. You're worried that your webcam won't appear over the game window when you minimize OBS, right?
Yes, that's normal. OBS captures your gameplay and camera to create a recording or live stream. That image won't necessarily be projected onto your screen, unless you ask it to (I don't recommend it, as there will be a considerable lag in the game image).

If you want to see your camera and the game at the same time, right-click on the canvas in OBS > "Project to screen" > Select screen.
"Project in window" would also work for you
⚠️ Again, I don't advise this for playing as there is considerable lag in the game's visuals. But if you have a second screen, it's fine for monitoring the stream.
