My CS:GO settings

Resolution: 1024x768 stretched
Everything on Low
Fullscreen

Im looking for a setting which i can stream at the best quality possible, without blur and pixelated screen when moving and without input lags and fps drops or stutters.

Well you got a decent rig, but why the heck are you using this resolution?`
Your PC can actually do 720p 60FPS stream with 2000+ bitrate, what is recommended for fast games and nonpartnered streams (twitch.tv - for other plattforms you can crank up the bitrate up to 5000).
The x264 preset depends on your CPU overclocking (you have a K-modell and a Z-board so i expect you to kick the multiplier as far as you can cool it). With veryfast you will get some pixelation, but i doubt that your CPU would handle 720p 60fps with faster or fast preset (slower is better quality and more CPU load).
For the best expirience you should use the 16:9 aspect ratio (1280x720 or 1920x1080 resolution would do the job, thats the easiest way and the 970 can handle FullHD without any performance problems). Otherwise you will have black bars on stream, because almost everyone is using a 16:9 aspect ratio right now.
If you want to stream other games, you may adjust your settings, depends on the CPU-load of the game. Stuff like Witcher3 will actually put some heavy load on your system.
