Question / Help I'm lagging like crazy!! or is it Bitrate

Hi there i'm looking to stream to Facebook, YouTube and Twitch but every time I set the stream, it lags like crazy not sure what to do, I adjusted bitrate and still happens when i watch the stream to those specific sites, Specially youtube it tells me is not great.. Can someone help. I will attach a pic on my internet speed. Also I run a gtx 970 g1 OC, 22GB of ram windows 10 on a Samsung ssd newest model. I included a log file. http://imgur.com/a/q6sQN
is it lag or is it the bitrate. Also ps4 to elgato hd60 pro
