This is not the latest Windows, this update is from Spring 2018. There have been two major updates since then. This version in particular is known to run OBS poorly in certain circumstances, but this is separate from your issue.

The log shows you trying to game capture windows explorer, which cannot be done. You need to configure game capture for an application that is running, or to capture any fullscreen application.
If you need to capture your display because game capture does not work on a game, you also need to switch OBS to run on your integrated GPU, a process which is described in the link R1CH posted above.
