Question / Help i9 9900k @ stock @ slower setting 720p runs too good to be true?

Hi

I was playing PUBG at 1080p ultra settings while streaming to 720p @ slower preset 30 fps. Stream was looking very good when I was uploading at 5-6k but had to reduce to 3k due to upload problems.
Now my question is:

Is it even possible or am I victim of i9 placebo and see some fake shit?

Seems plausible. I know of a streamer using a Threadripper on slow preset, and one of the limiting factors for him is the fact that the encoder isn't that well optimized for that many cores. So, you're probably running the game and the encoding on different cores.
