I know this is a very very old cpu, but just wondering if I would be able to use a laptop with this cpu to stream with obs ? it meets the requirements of my capture card but not sure if it will work with obs, thanks

Assuming the laptop it's in has a GPU that supports the full DX10 hardware spec, yes. It's not going to hit 1080p, but it might possibly do 720p, and almost definitely will be able to handle 480p.
