Question / Help i7-6700K and the x264 CPU preset for it

So I've got a 6700K that I've done test streams with the preset from 'veryfast' up to 'slow' and the CPU load never seems to be going up like it's supposed to. Like in a game whilst streaming CPU load during 'veryfast' topped at 30% while its load at 'slow' topped at 40%. This doesn't seem right. Everywhere it says that you'd need probably a Xeon E5 v2699 to do it at slow/slower. I am streaming at just 640p though due to horrendous net and this is why I'm trying to push the CPU as much as possible to ensure stream quality. Is something up?

Surely more people have a Skylake?

Use what your CPU will handle. If there isn't a lot of motion then the slow preset may be perfectly viable at 640p.

Hmm so my CPU isn't getting secretly fried despite the preset? It's a 640p30 stream for MOBA/FPS games. I really do feel 'slow' should be chipping away at the CPU so much more.
