Question / Help i7 4790k weak?

So I've been trying to find the sweet spot between quality and numbers these last couple of days, but to be honest, Im at a loss. I can't seem to find it. After a bunch of tries with different bitrates and cpu presets. But since I either got a super high cpu usage (between 85-99% with the game (PuBG) and the stream on) I tried to auto wizard. It put my bitrate around 4500 and the cpu preset to veryfast. Still an issue, the quality wasnt very good for a intensive game like PuBG and the cpu usage was around 90% the entire time. I tried to use QuickSync and NVENC but both gave out quite the horrible quality even when I followed diffrent NVENC / QuickSync guides I found here.

So my problem is as follow; Is my 4790k (OC:ed to 4.7GHz) too weak to stream PuBG? Or have I completely missed something? Do I need to overclock my CPU even more?

If anyone could help me, even if it's only a nudge in the right direction, I would be so happy and appreciative.

Also lé specs:
i7 4790k 4.7Ghz
Asus Strix 1070 (OC:ed a bit, but not much).
32 GB DD3.
250/100 Mbit fiber ethernet.

Edit: Should also note that Im trying to stream 1280x720 / 60 fps.

720p60 requres 5530 birate to look good. 4500 is too low. yes encodnig 720p60 is too much for this cpu. try qsv/nvenc again with proper bitrate or just set it to 6k
nvenc will probably look better

720p60 requres 5530 birate to look good. 4500 is too low. yes encodnig 720p60 is too much for this cpu. try qsv/nvenc again with proper bitrate or just set it to 6k
nvenc will probably look better

No 720p60 is not too much for an i7. People have done it for years and years and are still doing it, though in combination with PUBG since its still a horribly bad coded game and tends to have memory leaks etc... reason for it being still alpha/beta

Besides the missing Log I also asked for, NVENC is probably the optimal way here.

So screen-tearing might be an issue?

no, vsync at 60hz prevents gpu from being maxed by game, leaving necessary resources available to obs to do its magic. without vsync@60 even minecraft can max 1080ti with 1000fps and result in choppy stream/recording

Wow, that didnt even cross my mind, I'll try that.
Would it be the same if I skipped turning on V-sync and just forced the max fps to be 60?

generally it should be the same yes. keep in mind that rivatuner/afterburner may conflict with obs and prevent/bug out capturing. vsync is always safe
