Question / Help I5-6600K cant record at 1080p 60fps?

I am trying to record games at 1080p 60fps 3500 bit rate but for some reason the video has some fps lag when I do not have any in game. I have seen in multiple places that my computer can record at these settings. Anyone got any reason why my PC can't run these settings or any fixes to help this problem besides lowering quality?

Specs:
Intel i5-6600K
Geforce GTX 970
8 gb ram
