Question / Help i3 8th Gen - Dual PC Setup

Currently, I have a Dual PC stream setup. My brother in law is bringing me a desktop PC that he thinks will be good enough for x264 Encoding but I’m not quite sure.

PC Specs:

• i3 8th Gen (I believe 8100 or 8300)
• 8GB ddr4 3000mhz ram
• AMD R9 290 (4gb card)

I am trying to free up my Gaming Laptop for if I need to travel or if the wife or kids need to do extra school work, etc. Mainly because I am not fond of using my laptop lately as a streaming pc because I would like to use this as my backup in-case my desktop bites the dust anytime soon.

Current Stream Setup:

• i7 7700hq
• 6gb DDR4L 2400mhz Ram
• Geforce GTX 1060 (6gb)

I generally use x264 encoding and have the following settings:

• Advanced Output:
  • x264
  • CBR @ 5000 bits
  • CPU Usage @ Fast/Medium
  • Profile @ main
  • Tune @ zerolatency
• Video Settings:
  • Base Canvas @ 1920 x 1080
  • Output Canvas @ 1280 x 720
  • Filter @ Bicubic
  • Common FPS @ 30 fps
• Advanced Settings:
  • Video Color space is 708
  • Color Range is set to Full
  • Dynamically Change bitrate to manage congestion is enabled
  • Enable Network Optimization(s) is enabled
