Question / Help (i3 4170) Quick Sync?

Hello, my first topic , I do not know how to speak good English, so sorry if I'm wrong or if this topic is not the right place. My question is : how can I turn if I have a quick sync i3 4170 processor and MSI H81M - E33 ? I wish if I can explain step by step. Thank you.
P.S. I saw that I must add some log files , but my problem not think it's needed.

You want to know if you can use Quicksync or not?

I think you can with that CPU. What happens if you try to use it? A log file is fine.
