Question / Help I want the perfect settings

Here are all my specs and i want to get the perfect settings to record 60fps 1080p and to do streams as well, i dont know exactly how to use this program so i'm kinda noob so dont judge me.

and here are my internet..things.. if it's help ---> Download speed: 201.82mbs Upload speed: 6.11mbs
 
Which streaming services are you looking to use? if its twitch and you aren't partnered then 1080p 60fps to look decent on say FPS requires a decent upload of above 3.5mb which is twitchs limited for non partners.
 
There is no magic settings as each PC is different but a good place to start for Local recording is here https://obsproject.com/forum/resources/obs-classic-how-to-make-high-quality-local-recordings.16/ this will help explain some of the settings. As you have a Nvidia card you could change from x264 to Nvenc also which will lower your CPU usage for recording.

Streaming again requires some tweaking per PC / type of game e.g. mmo doesn't require as much bitrate as FPS. To get a good base, start with the below and then tweak as required to get the results you are happy with.

- [increment if you see artifacts but note that if streaming to twitch to go above 3500 you need to be a partner, though i'm not 100% sure that YT has a limit. Bare inmind though that your viewers might not have the bandwidth to view a contant 3.5mb and will have buffer issues, so the recommended for Twitch non partners is 2000 though at 720p 30fps]

CBR Padding enabled
CPU preset very fast
- Higher or lower depending on CPU usage e.g. if you feel your game is slow / lagging this is generally due to high CPU so in that instance change this setting to ultra fast and see how it goes.]

The maximum ipload / bitrate for streaming you can use atm due to your 6mb upload is around 5mb (5000) leaving some headroom for other processes.

Since @Beardedbob mentioned Twitch and YouTube bitrate limits, I don't know what YouTube's max allowed bitrate is for recording (it probably doesn't matter, see below), but for live encoding (streaming) they recommend up to 18,000 Kbps for 1440p@60fps. For 1080p@60fps, they recommend 4,500-9,000 Kbps.

Keep in mind, that with a connection of 6.11 Mbps, you wouldn't be able to use a streaming bitrate higher than 5,000 Kbps (allowing for some overhead and other network traffic). However, if you're just making local recordings and then later uploading them to YouTube, you can pretty much set whatever recording bitrate you want to achieve your desired level of quality - YouTube is going to re-encode it anyway.
