i uninstalled OBS and tried to reinstalled OBS and it wont work

I uninstalled OBS and tried to re installed it again and it says "OBS studio is already running, Please close it first before installing a new version." and I deleted all the files with OBS and its still not working. I tried Task Manager and that didt work for me.
