I tried everything but still "Encoding Overload"

Hello everyone, it's seems to be a common problem here so i'm sorry to bother you with ANOTHER encoding overload problem, but i'm really getting desperate.

I read every post on the subject, i tried a lot of things to make it better but nothing changes. I recieved today a new graphic card 3060 TI, thinking it would solve my problem, but it's still the same... Please note that i need to stream AND record at 1080/60FPS at the same time, I'm able to upgrade everything on my computer, but I asked my viewers and everyone is saying something different so i still don't know what's wrong and what i need.

I would be forever grateful if someone finds a way to help me ! Thank you.

1. Enable "Game Mode". Game Mode can be enabled via the Windows 10 "Settings" app, under Gaming > Game Mode.
2. Run OBS as Admin. Right click on the shortcut, properties, advanced, check box, ok, apply, ok.
3. Binding to a manually chosen IP address is rarely needed. Go to Settings -> Advanced -> Network and set "Bind to IP" back to "Default".
4. Browser hardware acceleration is currently disabled. Enabling acceleration is highly recommended due to the improvements to performance and significantly lower CPU usage for browser sources. This can be enabled in Settings -> Advanced.
5. Record to MKV. If you record to MP4 or MOV and the recording is interrupted, the file will be corrupted and unrecoverable.

If you require MP4 files for some other purpose like editing, remux them afterwards by selecting File > Remux Recordings in the main OBS Studio window or enable Auto Remux in the Advanced Settings.
6. Uncheck the boxes for Psycho Visual Tuning.
7. Display and Game Capture Sources interfere with each other. Never put them in the same scene (Groupe).
8. Multiple Game Capture sources are usually not needed, and can sometimes interfere with each other. You can use the same Game Capture for all your games! If you change games often, try out the hotkey mode, which lets you press a key to select your active game. If you play games in fullscreen, use 'Capture any fullscreen application' mode. (scenes FULL and opening).

If still having issues after making all those changes, post new log.

You still need to do #6.
OBS > Settings > Streaming
Uncheck the box for "Psycho Visual Tuning".
Do the same for Recording
[Apply], [OK]
Do this before you stream/record.

Hey it's me again ! I tried a lot of things on my computer to make it as clean as i can, including every parameter you gave. It's getting better but my PC is still very slow when i'm streaming ! There must be something wrong with my computer but i don't know how to tell what i have to change... Here's the log if anyone can help

Your newest log shows not running as Admin and recording to MP4 so see #2 and #5.
After you do that, create a new Scene Collection with 1 Scene with 1 Source of your main content (no filters). Then close and re-open OBS so it loads the new scene. Do a new stream/record and post new log after making those changes.
