Log linked above. A ton of shit wrong. Before I connected the elgato, I rarely dropped frames and streamed things like LoL or Smite. I started to stream Destiny tonight and my frame drop was about 10%. I can't figure out why, since im still streaming through my PC I don't see why it would change things, internet-wise. Any suggestios? I updated OBS since that log, also lowered my bitrate a bit and downscaled my resolution by 1/75.

I know how you feel, I streamed all kinds of things from my pc never dropped frames until I streamed destiny. I found out destiny takes a lot of bandwidth away from streaming. I found out lowering the bitrate a good amount fixes it. I know you said you already have but how much? What max did you have it at before you lowered it and after you lowered it?

Well because my shit internet is 10/1 I had it on 700, dropped it to 600.
But that's what I mean when I say, I streamed WoW and CS, never had much trouble dropping frames. Then I add the elgato and I figured it had somethign to do with settings because I didn't think internet speed would matter just adding a capture card.

it doesn't destiny just needs a constant internet connection more so then other games, it could also be the platform you are playing on seeing how both types need to be connected to the internet to even play most games. I dropped my bitrate to 1000 from 1800 I no longer drop frames anymore. Best you can do is drop it more or lower fps or even resolution.
