You don't need OBS to stream pre-recorded playlists. You can do that with anything that can serve HLS.

And yes, the program "could" be rewritten in Java, sure, but no one here is going to do that. C/C++ are much faster and more efficient languages for graphics work, and is the best choice for this sort of work.
