My internet have 11 mb/s of upload but even at 3000 bitrate at streamlabs i lose 55% of my frames

I want to know if there is a way to solve this and if its really a problem with something because if i have 11 mb/s i think i should be able to put 5500 bitrate at my stream but even with 3k it lose a lot of frames, pls help
Streaming at 1280x720 30 fps playing with 180 fps min so i think its not a pc problem
