Question / Help I need help with Obs (and Trying to Understand it...)

You have a low end mobile CPU (Intel i3), thats a dualcore and pretty much the slowest CPU that you can actually buy and use for streaming.
Same goes for the Intel HD4000 integrated GPU. But you can use Quicksync, this will remove some load from your CPU.
But first: what are you trying to stream from that laptop? I see javaw.exe (belongs to Java, what is this?).
Also try to use LAN instead of WiFi, this may improve your connection and reduce pings and improve speed.
 
Well you have to tell us more: what do you want to stream, how good should be the quality, how good is your connection etc. The laptop is just too slow for a good quality stream, even medium quality will not work in most cases.
 
I want my stream to be a good quality (hd if i can but..) I will be using the laptop for now, i will do whatever it takes to make it as good as it can be. I am also on quicksinc before hand.

Good quality is different for everyone. We need to know what you will stream and all the other stuff, because anything is based on your stuff that you wanna capture etc.
