with my settings for my windows 8 laptop for recording Rpg maker vx footage.

If you just want to record what you are doing on your screen while using an application, go simple mode in OBS output and set recording to indistinguishable quality. Then record to disk.

Wdym by record to disk? And sorry if i seem new to this.

OBS captures and records to disk. Click the Start Recording button.
Just follow my instructions and give it a try.

Okay. I did and it is now lagging heavily.

Sorry to say, your computer isn't suitable for OBS. The CPU and GPU are extremely weak.
