Question / Help I need help with my quality!

My video seems to stop and freeze from time to time. It seems to happen when the bitrate reaches around 5800. I'm using the very latest version of OBS. What settings should I use to ensure the best quality of my stream, while not having random freezes?

SPECS:
Intel Core i7-6700k
Nvidia GeForce GTX 1070 8GB VRAM
16GB DDR4 RAM

Ultrafast preset is not suitable for streaming. Change that back to veryfast or use a hardware encoder like NVENC or QSV. Also 6000kbps is very low bitrate for 1080p@60fps and your connection can't quite handle it.

You can find better settings by running the auto-config wizard from tools-menu or just downscaling the resolution to 720p and lowering the bitrate until it doesn't drop frames.

I'm sure I can stream 1060@60, because I've done it on lower specs and poorer network. Some meddling seemed to clear up some blurriness issues, but introduced the frame skips.

Switch from Ultrafast preset to very fast (and maybe main to high profile), and your quality will improve.
Dilaz is correct, 6000kbit/s is pretty low for 1080p 60fps, but in LoL it should be fine, as it's way easier to compress, than CS:Go, PUBG, Rocket League and other games were a lot of pixels are moving fast all the time.

Check you internet for upload performance and packetloss. The log shows some noticeable bandwidth problems.

For LoL it should be ok, when you keep the bitrate and just change the preset for better quality.
Just keep in mind, that many other games (high motion + high details) will look very blurry with 1080p 60fps 6000kbit/s.
