Question / Help I need help. Webcam issue

I have no idea how else to ask for help other than saying I've had this problem persisting through 2 separate webcams and I don't know how to explain the issue so I will link to a specific point in my video where it happens and this is driving me insane. I've tried quite a few different fixes hoping something will work, and I haven't been able to find one yet.

It happens at 1:44-1:45 into that video, I linked to 1:43. If anyone has any ideas on why this is happening and how to fix it, please let me know.

To put more info in, it also does this without chroma key active, it does it with MJPG output format on, it does it on every fps I've tried on every resolution I've tried, low light doesn't matter, point filtering I don't even know what that is and it didn't help, it doesn't matter if I'm in game or not and it seems to happen more frequently if I move my mouse over my windows taskbar rapidly.

I'm running windows 8, my pc specs are intel i7-5960x @ 3.00 ghz,
G.SKILL Ripjaws 4 Series 64 GB RAM
EVGA GeForce GTX TITAN X
Intel 750 series 800GB SSD
2 HDD, 2 TB for storage, 1 TB for recording
ASUS X99-A Motherboard

If you're not streaming, just recording and uploading later, use the recommendations here: https://obsproject.com/forum/resources/obs-classic-how-to-make-high-quality-local-recordings.16 to set up OBS.

Also, change your webcam to 540p resolution, that tends to work more reliably.
