Question / Help I need help please!!! :l

I need help with two things, the first one is that is need help to find good OBS settings, my specs are Intel core2 quad 2.66GHz, 6GBs of ram, and a Galaxy GT 610. Oh and I stream / want to stream in 720p

Next, is that when I stream the preview buffers and freezes so on twitch it doesn't buffer its the OBS that freezes and that make it so my stream looks like it buffers when acualty its because of OBS freezing and buffering and I dont't know why. So I need help finding out why that happening and how to fix it.

Your cpu isn't very powerfull, encoding at 720p@30fps and playing minecraft is probably too much for it.
