Question / Help I need help making a Blur overlay/mask for my stream

I have tried almost every single tutorial and the internet and not one fits my needs, I dont know how to make a Blur overlay or something like that to blur a section of my stream the chat so i can avoid stream snipers from entering my game and ruining the stream.

The quick-and-dirty fix that a lot of people use is just to add a graphical element to your overlay that covers the parts of the scene in question. Honestly, it looks more pleasant than a blur/mosaic effect anyway. Perhaps someone else can hook you up with a solution for that, though, if it's what you really want.
