If you are on a laptop (or an AIO, which are just laptops without a keyboard attached), you have to set OBS to run on the low-power GPU to be able to use Monitor Capture. It is currently running on your high-performance GPU according to that logfile. Also, your Scene has 3 monitor captures in it, which are likely to conflict and cause issues.
Here's the method to set your GPU assignment in Win10 1903 and later (it was changed by Microsoft):

I had my app selected with GPU High Performance ...
Once I changed it to Power Save - it started working
