Question / Help I lag no matter what settings I use/change

My computer specs are: AMD FX 8320 Eight-core processor 3.5 GHz w/ 8 GB RAM
Graphics care: AMD Radeon R7 370 series
I have 3.2 mb/s on average upload speed.
I have mixed and matched and changed every setting within OBS. I am trying to livestream Call of Duty on Xbox1 through my Elgato HD60 Pro.

Does anyone have any suggestions at all???
