Question / Help I Keep on getting screen stuttering

Hey so i keep on getting screen stuttering whenever i stream not sure how to fix it i have bin looking it up nothing has bin working not sure what to do i am using the elgato HD60 pro OBS log file-https://gist.github.com/28d410a0a1e3952732f6

I am getting this issue as well. 0 issues with analysis. I had a "hook" issue that I spent hours trying to figure out but simply changing my capture settings in my "scenes" took care of it but this didn't affect my issue at all.

This happens when I use NVENC (shadowplay) as well nothing really seems to matter. My upload (not download) speed is 50mbps (tests around 39). I am hardwired my tempuratures barely even move.

Windows 10
I have a Core i7-5820K 3.3GHz (6 core (12 logical cores))
16 GB memory
SSD
GTX 970

I am able to run 40+ chrome tabs 2 games and play my stream and stream (not that I do this all the time) without dropping any frames but even with nothing open barebones all but the most necessary services I seem to always get a 2-8 second buffering/stutter every 5-20 seconds.

Use the capturecard in his main settings. Dont change anything in the resolution or fps in obs capturecard settings. Just change in obs the video resolution and fps. If you capture just your pc with the capturecard. Stop it. It cost more cpu usage. Capture cards are just for consoles and a second pc capture
