Question / Help I keep getting 10060 error

I've changed stream keys many times and tried different accounts, it's something with my internet pretty sure.
I try on my other wifi (Much much much slower) and it works, and my phones hotspot.
It used to work on my main wifi now it doesn't,
Anyone know why?

Just to add,
This is Streaming to YouTube,
My internet firewall is Off on the router settings, and I have DMZ enabled.
Computer has firewall completely turned off too.
Windows 8

I'll be so happy if someone's able to fix this, it's been bugging me for 2 weeks now.
I've been wanting to do more streams but this is preventing me, and my other internet is too slow to handle my 1080P 60fps I want to stream with my good 100mb/s internet

Another thing to add, I read alot of the issues on this and none seemed to work.
I've already tried both Youtube servers.

Just to add ontop of that,
I've already tried that prior to you saying it and it didn't work.
I also did the regedit thing (program) that makes it only do ipv4 and undid that becuase it didn't work.
Not sure why but this is really irrirtating

Seems like you might have malware or some 3rd party LSP that's messing with your system. Try to isolate it with Autoruns (Winsock Providers).
