Your GPU does not support DirectX 10 sufficiently. Having DirectX 11 installed is not enough. Your computer cannot run OBS.

You have DirectX 11 (software) installed. Your video card does not support the hardware DirectX 10 instruction set. Installing a different version of DX isn't going to do anything, as your video card will still not support the DX10 instruction set in hardware.

Yeah, kind of boneheaded for Microsoft to call both the software and hardware side DirectX, with no differentiation in the name.
