Question / Help i have an upload and download speed of 4,300k kb\s how much bitrate is advisable

good day to all.im new here.. also a noobie at streaming .. im just waiting for my new streaming build at the moment before i stream games on facebook live..

my question is how much bitrate would you recommend me if i have an upload speed and download speed like 4,300 kb\s?

i would like to stream on 720p 60fps
i wanna stream mobile legends .. if i used like 3500 will it affect my ms\ping in game? so whats the ideal video bitrate guys?

4,300 upload and download speed mb\s..why not 60 fps ? is my bandwith not enough to go 60?
im getting a ryzen 5 3600 with rx 570 or rx 580 as a gpu....thank u for replying
