Question / Help I have a pretty good PC but my stream is choppy/blurry when I move

Specs:
GTX 1060 6GB VRAM
Ryzen 5 1600
16GB DDR4 2133MHz

Currently Streaming w/
4500 bitrate
faster CPU Usage
x264
1080p 59.94fps
90mbps down 20 up

I've tried to turn up bitrate, downscale to 720p, turn down cpu usage, but when i test stream, It is fine when I'm still, but it gets all blurry when any "action happens"
