I got this weird blurry stuff on my obs recording

Just compression artifacts from encoding by the streaming service

Your log has no Recording session OBS needs to be actively working to make a useful log Like it doesn't show your recording bitrate
Too low a bitrate would also produce encoding artifacts like that Especially in dark areas What do you have for a drive, SATA SSD, M.2 SSD, or M.2 NVME The faster the drive the higher you can go with the bitrate
Though there are a few things that can be gleaned such as running OBS as Admin and turning off HAGS
You've also maxed out the Audio Buffer
