Question / Help I Feel I'm Not Getting the Most Out of HW

I feel like w/ my hardware I shouldn't be having issues w/ encoder overload (it does on max quality)
My recordings appear slightly jittery as well since switching to new encoder
I guess my question is shouldnt I be able to stream/record at 1080p/60 fps pretty easily?
Do I have a bottleneck somewhere?

Windows 10 Pro
CPU = I7-6850k
RAM = 32GB Corsair Platinum DDR4
GPU = Asus Strix 1080TI
Mobo = Asus Strix ROG X99 Gaming
Internet Upload = 11 Mbps

Base Res = 2560x1440
Output Res = 1600x900
Downscale Filter = Lanczos
Common FPS Value = 60

Current Stream Settings w/ NEW Nvenc Encoder

Rate Control = CBR
Bitrate = 4500
Keyframe Interval = 2
Preset = Quality
Profile = High
Look ahead = unchecked
Psycho Tuning = Checked
GPU = 0
Bi-Frames = 2

Current Recording Settings w/ NEW Nvenc Encoder

Rate Control = CBR
Bitrate = 15000
Keyframe Interval = 2
Preset = Quality

I have Preset down to Performance and recordings are still jittery. Just seems like my system should be able to handle more
