Your logfile does not contain a streaming or recording session. We need one where the issue is occurring.

Immediately though, your 'gra' 'gra2' and 'ATS' scenes contain an INSANE number of Game, Window, and Display captures.
This is a problem. They can cause conflicts and poor performance, having more than one game capture, or a game cap and monitor capture in the same scene. With THAT MANY game captures, I am not surprised that you are having issues.

Delete them.
Have only ONE game capture, that you point at the game you are currently playing, or leave set to 'automatically capture'.
If you NEED a Display Capture, put it in a separate scene from any Game Captures. Avoid using Display Capture at all, if possible.

Still no recording attempt in the logs. But considering you're getting stuttering in preview, that's a surefire sign of rendering lag.

Update Windows. You're running pre-1903, so even though you're running as administrator, OBS is not able to add itself to the GPU priority list.

You also have a massive number of media sources that aren't set to close when inactive. Enable this option for all the ones this would make sense for.
