Could be due to 3000 bitrate. As nonpartner viewers can't choose quality on your stream so they are forced to watch at 3000bitrate which would be your "source quality". Not all cpus especially older can play that kind of video so there you get stuttering and buffering.

For the sake of better help upload your log from OBS in case that someone else try to help you.

I would suggest you to try lower bitrate, like 2000 and check then on both your laptop and your friend PC.

i understand. Can i stream with 60FPS at 2000 bitrate?

I checked my logs with r1ch log analyzer and nothing is wrong.

And r1ch analyzer : https://r-1.ch/analyzer/results/alicsandru.95a5d5

So i think my channel works good and i'm worried for nothing ???

60fps will be pixelate on lower bitrate, you need to test it on your own. Could be region issue. As I stated numerous times before, I had same issue. It was buffering on my ISP in my region (city), but on same ISP in north part of the country my stream was okay. You have log in your obs (help/log files/upload) in case that you want more detailed help.

But if you can watch from atleast one device properly then it's not problem on your end directly. You can try changing ingest servers aswel.
