Your CPU is very poor for your stream settings. I'm not even entirely sure if you can stream with this computer or not. Try going in to video settings, and lower your scaled resolution to a much lower resolution, like 540p, and see if that helps.
Let me rephrase: your CPU is very poor for live encoding (recording or streaming). Again, try my suggested settings. If needed, you may also have to go in to advanced, and set 'x264 CPU preset' to 'ultrafast' to reduce its CPU usage.
