Honestly, I have no clue what settings to use at all, I've been sitting here for 2 hours fiddling and I just don't know. I have 17.0.2 64-Bit OBS Studio and don't know what to do, someone please help.

Definitely use the AMD encoder. Your CPU is very weak. Try it with VBR set to around 60000 if it works then you can try these settings (make sure to use the AMD encoder)

on video tab leave your base resolution at 1366x768
but change your output resolution to 1280x720
your framerate you can try for 60 but you're probably gonna have to go for 30

That does make sense, because my CPU is always very good. I have 6GPU and 4CPU core things whatever they're called. I never had issues with it, but it is going on 2 years old now.

Then the other setting, I've seen that page, my settings don't show those options either, some of them. Of couse, I have AMD instead.

Oh I see, it wasn't letting me do custom input, but what about the rest of the settings, hold on, will get screen shots

I can't try anything my computer keeps saying thread stuck in driver then fails. It does this some days, even when I don't record.

I use an MSI GTX 970 I think. I need help with my recording settings. It looks a little blocky, definitely not 1080p quality. Help.

@Lalnator, make sure you go to AMD site and get the latest compatible drivers for your CPU and your GPU, don't rely on Windows Update Support Service for those:
http://support.amd.com/en-us/download
Once you make sure your CPU & GPU drivers are definitely up to date, try the same settings posted above by C-Dude, then upload a logfile please, so can give more of a hand to refine the settings if needed.

So, I am on that website and well It says AMD Radeon(TM) R7 Graphics, but no series after the R7. What do I do?

1. update your APU Driver
2. update your OBS
3. use AMD AMF Encoder

4. 720p30 should be ok for most games // if you lower graphics a bit and hit a stable 70-80fps in desired game u can try 720p60
5. if only recording: CQP + minQP 25 + all possible OpenCL (i use 1.9.9.11 of AMF Encoder Plugin - there you can use transfer and conversion seperratly - but its the Patreon version - so not free)
6. if streaming: CBR - 3500kbps
